Why did it take 15 years, and three molestations (that are known about) of 12, 14 and 15 year-old girls to get this guy officially deemed a violent sex offender?
JANESVILLE — A Rock County jury found a Janesville man with a history of sexually assaulting teenage girls to be a sexually violent person under Wisconsin’s civil commitment law. ....
Budd was first convicted of a sex offense in 1993 in Rock County for having intercourse with a 14-year-old girl when he was 22. The victim became pregnant and later gave birth to a baby girl, according to the attorney general’s press release.
On parole and caring for a disabled friend in 1998, Budd engaged in sexual activity lasting a year, including intercourse, with his friend’s 12-year-old daughter. Upon conviction, Budd’s prison sentence was withheld, and he was placed on three years probation, according to the release.
Budd committed another sexual assault in January 2001 when he had sexual contact with a 15-year-old female to whom he was introduced by his 1998 victim. On Dec. 4, 2003, Budd was sentenced to serve two years in prison and three years extended supervision.
Budd was scheduled to be discharged from the state Department of Corrections’ custody in January 2006, but the corrections department recommended that the state Justice Department review Budd’s case.
The justice department filed a petition Jan. 23, 2006, to commit Budd as a sexually violent person.
Supposedly he will not get out until he is "deemed to no longer be sexually violent." That should be never, but I have a hunch that in a year or so, some bleeding heart Judge will deem him well and turn him loose on society again.

(CNN) — Two masked and machete-wielding men who barged into a club in Sydney, Australia, couldn't have picked a worse night for their robbery — a monthly meeting of bikers.
About 50 burly bikers fought back with tables and chairs — pretty much anything that wasn't bolted down. One would-be robber was tied up; the other in the hospital.
Police arrested both.
"These guys were absolutely dumb as bricks," Jerry Vancornewal, leader of the bikers, told CNN Thursday. "I can't believe they saw all the bikes parked up front and they were so stupid that they walked past in."
Vancornewal and his buddies were at the Regents Park Sporting and Community Club in Sydney when the two men wearing ski masks stormed in Wednesday night. They yelled at patrons to drop to the floor as they emptied cash registers at the bar.
Hearing the commotion from an adjacent room, Vancornewal and his pals with the Southern Cross Cruiser motorcycle club stomped through to the bar area to intervene.
"They (the robbers) thought they had the upper advantage with their knives and their machetes," Jim Webb, night supervisor of the club, told CNN. "They didn't expect to run into a bunch of guys carrying chairs and tables."
One of the would-be robbers crashed through a plate-glass door and jumped off a balcony.
"All he had to do was push the button and it automatically opened," Webb quipped.
Wonder if this experience was enough to drive these thieves straight? Nah I doubt it.
Many years ago I lived in the city of Beloit on Wisconsin's southern border; I'm glad I moved north.
Today officers responded to the 300 block of Eighth Street around 1:27 a.m. and the 1500 block of Wisconsin Avenue around 2:47 a.m.

The same house on Wisconsin Avenue was struck Monday around 11:38 p.m. According to a police report, one bullet and several casings were recovered from the scene.

Around 11:39 p.m. Monday, officers went to the 1900 block of Pioneer Drive for a shots-fired complaint. Tyler said no evidence of gunfire was found in the area.
At 1:15 a.m. Saturday, Beloit officers responded to the 1000 block of Keeler Avenue because a house was struck by gunfire. Officers discovered several casings.
About two and half hours later, a car was struck by gunfire in the 700 block of Eighth Street. According to police reports, two bullets were found, along with a casing.
This sounds like a little heavier gunfire than the shooting in Iraq since the lull following the surge.
Sometimes you just have to wonder: "What in the world are they thinking!"?

NASHVILLE -- Here's a sobering thought: Hundreds of bottles of Jack Daniel's whiskey, some of it almost 100 years old, might be unceremoniously poured down a drain because authorities suspect it was being sold by someone without a license.
Officials seized 2,400 bottles late last month during warehouse raids in Nashville and Lynchburg, the southern Tennessee town where the whiskey is distilled.
"Punish the person, not the whiskey," protested Kyle MacDonald, 28, a Jack Daniel's drinker from British Columbia.
"Jack never did anything wrong, and the whiskey itself is innocent."

The estimated value of the liquor is $1 million, possibly driven up by the value of the antique bottles, which range from to half-pints to 3-liter bottles.
One seized bottle dates to 1914, its seal unbroken.
Elks said it is worth $10,000 to collectors. Investigators are looking into whether the liquor was being sold for the value of the bottles rather than the whiskey.
I'm a brandy drinker myself, but have to agree with Kyle MacDonald. Wow! what a waste if they dump it. Two wrongs don't serve justice.
Maybe this will bring closure to this mystery and, I'm sure, long sought relief to Natalee Holloway's family.
ORANJESTAD, Aruba (AP) - The Aruban public prosecutor's office said Wednesday that three young men previously detained as suspects in the 2005 disappearance of American teenager Natalee Holloway have been re-arrested in the case.

The prosecutor's office says Dutch teenager Joran van der Sloot and two Surinamese brothers, Satish and Deepak Kalpoe, were arrested on suspicion of involvement in manslaughter and causing seriously bodily harm.
Van der Sloot was arrested in the Netherlands, where he is attending a university, and is expected to be extradited to Aruba.
It will be interesting to see the outcome of this.
A high-school teacher in Medford, Ore., is suing for the right to carry a Glock to school.
Her ex-husband, she said, has threatened her life. She's already done what the experts advise: had him arrested for what's known down there as "menacing." Filed a restraining order. Told family, friends and anyone who would listen that she worries for her safety and that of her two kids.
Then she took the required classes on handling and firing a handgun, and got a concealed-weapon permit.
School officials found out and, understandably, forbade her from packing heat along with her lunch. If she did, they said, she'd be fired.
So today the teacher's lawyer, James E. Leuenberger, will ask a judge to remind the school district of an Oregon statute that allows concealed weapons in all public buildings except courthouses. (Washington law prohibits teachers from carrying firearms on school property.)
The 44-year-old Oregon teacher — who wishes to remain anonymous and is not named in the lawsuit — called the school's policy prohibiting guns "fear-based."
A school without guns, she told me, is a vulnerable school.
Look at Columbine, she said. One teacher with a gun could have changed the ending there.
It's easy to see good arguments on both sides of this issue. While it is legal in her state to carry a concealed weapon, even into a school, that doesn't mean that the school has to allow it. Gun toting teachers make me a bit nervous, but that is not near as scary as some of the kids today that have lost all touch with reality.
In my opinion this story below happened, at least in part, because today's society is much more individualistic than decades past. Promoting independence, individual achievement, self-expression and personal choice. People no longer have interdependence on one another as it was when I grew up in the 50s.
Sametta Heyward was in a bind. The single mother was scheduled to start a double shift at 3 p.m., and her baby sitter had just canceled.
"She was either told to come to work or be fired, or she was afraid to call in sick -- one of those things," said police Lt. Michael Fowler.
She made it to her job at a county-run group home July 29, a typically warm summer day. After eight hours, she called a supervisor and said she had to leave because of child-care issues.
According to her employer, she didn't tell the supervisor or a co-worker that for all that time, she had left her 1-year-old daughter and 4-year-old son in her Chevy Cavalier hatchback, parked on a residential street.
She had left Triniti and Shawn with battery-powered fans, food and drinks, but it was not nearly enough to combat the sweltering conditions inside. She later told relatives that when she got to the car at 11:30 p.m., the children were unconscious and had weak pulses. ...
Heyward, 27, was charged with two counts of homicide by child abuse. A funeral for the children was held Saturday.
Too sad a story, and Sametta Heyward is a despicable negligent woman. The worst part is that in spite of Sametta Heyward's being irresponsible leaving the children in the hot car, they were still alive when she returned. Yet instead of getting immediate help, she tried to hide her negligence, costing the children their lives.
When I grew up we adhered to social norms: like respect for authority and our elders, group consensus (what society thought mattered). We had stable hierarchical roles dependent on age and gender, we shared more, both physical property as well as on an emotional level. And I think we had a lot more success at finding happiness. At least I did.
Society needs to strike a balance between Individualism and Collectivism. Otherwise too much Individualism weakens moral bonds, and preserves a welfare state, cultivating a social environment where stories like this one will be often be the result.
In Midwest City, OK four Home Depot employees were fired for stopping shoplifters. The loss-prevention guy at the store told him "all we need to do is tell the shoplifter to have a good day as they leave the store."
"We saw them with the merchandise. We saw them run out of the store. I never kept my eyes off of them," Stewart said. "Then when we asked them for a receipt, and that's when they dropped the merchandise and they kept running. One guy still had a chainsaw while he was running, and that's when the cops tackled him."
The letter said Stewart and the others were fired because they "pursued and assisted in the apprehension of suspected shoplifters."
Stewart said all he did was call police, something he's done before. Less than eight months ago, he said that he received a letter — a commendation letter — for helping police catch a thief trying to steal $2,500 worth of wire.
On the top of the letter, written in bold letters was "Great job, Bob." ...
Midwest City Police Chief Brandon Clabes said he won't comment on the store policy, but said they would probably not have caught the suspects or recovered the property or the stolen car they drove if it had not been for the help of these four employees.
Clabes said he is considering giving the four men letters of appreciation for helping catch the suspects.
In recent months various news casters plus several contributors to YouTube have created quite a stir regarding “bump keys.” These people lead you to believe that all locks are susceptible to this type of attack.
Bump keys are sold on eBay and other websites. They basically take advantage of one of Newton's Laws. Objects in motion tend to stay in motion and objects at rest tend to stay at rest.
Lock pick guns also use this science to open locks.
To set the record straight, no one technique works universally. The bump keys work better on certain shapes of keyways and also on locks that have greater tolerances. To use them you have to create a certain amount of noise. Noise works against would be burglars. It lets everybody inside and outside that there is something going on.
The same is true for pick guns either manual or electric.
If you are worried about such things, there are a few things you should do around your home or business.
The least expensive security tip is to cut down or trim bushes and branches near your door that might prevent a passerby or neighbor from seeing a person trying to get into your home or business.
Let you neighbors know just who they might expect to see at your home and what type of vehicle they drive.
Turn on your lights. Burglars do not want to be seen. If you have too much light on your property they will want to go visit someone else.
Alarms and alarm signs work in your favor. If you don't have an alarm but can get a professional sign in the front of your home, it can keep some dishonest people away. Just don't tell anyone outside of your family that the sign might be a fake one. Burglars are often from families that know you. All families have someone that you wouldn't want in your home. Keep personal schedules to yourself as much as you possible can.
Noise maker alarms can scare off some burglars. They don't have to be connected to an alarm station. If you can afford it, I recommend connecting your alarm. You could get a discount from your insurance company. You can't keep a burglar from going through a wall to get inside but a noise maker will scare off most.
Back to the bump keys. They and other varieties of picks won't work on several makes of locks.
Medeco, Abloy, Kaba, Primus are some that come to mind. They just aren't pickable. Bump keys will not work in this type of lock.
I remember attending a security convention. Abloy Lock company had some of their locks attached to their table. Behind the table was a large Plexiglas container filled with cash. $5000 worth of cash to be exact. They offered all at the convention that if someone picked their lock they would get the cash.
Several thousand locksmiths lined up for a week to attempt this. The only person who made any money on this was a charlatan who was selling a bogus Abloy Lock pick.
Medeco generally is not pickable although in the last 30 years their lock has been picked maybe a couple of time. Kaba isn't easily picked.
You owe it to your self to find a reputable locksmith in your area and ask him or her which pick resistant lock that they service and sell. No locksmith sells all the brands. They usually will have one or two of the better ones. Expect to pay more but isn't your family's safety worth it?
I will tell you that Abloy and Medeco have deadbolts that exceed the strength of the average home door. Metal doors and metal frames are of course the strongest. You usually don't find these frames on homes. Your home might have a metal over foam door for insulation but that is not the type of metal door I am talking about.
A cheaper(than Medeco or Abloy) deadbolt is made by Lori Lock. Most all locksmith can get you into these and they can be fitted with a pick resistant cylinder. They can be 50% less and almost as strong.
Back in the early 80's Lori used to attach one of their deadbolts to a bobcat or a tractor for TV commercials. They used to have the bobcat take off fast and the door and frame would be pulled out of the house.
Home Depot, Lowe's or most hardware stores do not carry high security deadbolts. They will tell you that they do as they have to keep their stock moving. They carry Schlage which used to be one of the better locks. The Schlage line that home centers carry is marginal at best. I have seen this deadbolt fail under physical attack too many times. Schlage's standard commercial bolt isn't a lot better.
What ever deadbolt you install in your home, make sure you have a locksmith reinforce the door frame. If you omit doing this one thing, having the best deadbolt won't do you any good in a home.
Have him check your window locks while he is there. There are some reasonable add on locks for windows that would still allow your family to get out of a window in case of fire.
Window wells into your basement can be easily circumvented. One of the cheapest and best remedies is to attach two 2” x 1/4” by 48” metal straps to the concrete wall over your basement window. Any metal shop can cut you the size you need and you attach them with lag bolts and lad shields that are available in any hardware store.
The last tip I will give you today is...Make sure your garage door opener is not set on a common opening combination. If you are not sure, check with your overhead door company.
Hardware stores often carry a standard programming on the openers they sell. In some neighborhoods you can buy one at the store and open and close other peoples garages on your way home. With modern electronic technology this doesn't need to be.

In point of fact the company listed in the letter below does exist, and does in fact offer employment...then what's the problem? They are using you as a Money Mule!
We all know a mule (Jackass) is great for carting things, but this Mule is illegal.
As most of the fraudsters behind these scams are located overseas and it is not possible to make cross-border transfers out of UK on-line bank accounts overseas, a "money mule" or "money transfer agent" is required to launder the funds obtained as a result of phishing and Trojan scams. After being recruited by the fraudsters, money mules receive funds into their accounts and they then withdraw the money and send it overseas using a wire transfer service, minus a certain commission payment.
The above is one out of thousands of attempts, and I would be here for six months going through each and every attempt to scam you, or destroy your computer, so I'll direct you to my F-Secure's Daily Dose of what to look for, and your not going to believe it at first.

Internet security experts are gathering at a secretive conference later this week to strategize in their fight against cybercriminals.
The meeting on Thursday and Friday at Microsoft's Redmond, Wash. headquarters is slated to bring together representatives from security companies and government and law enforcement officials, as well as others involved in network security. The agenda focuses on botnets and related topics, seen by experts as a prime threat to the Internet.
The two-day event is an effort to let those battling cybercrooks team up and pool their knowledge. Of course vicious hackers have been doing this for years.
Trojans....phishing....and spam...Oh My!
Aside from various talks specifically on botnets, other presentations dive into Trojan horses, new styles of denial-of-service attacks, spam, phishing and weaknesses in protection technologies such as sandboxes and virtual keyboards on banking sites.
Douglas Otis of Trend Micro plans to give a talk on how e-mail authentication technology called Sender ID could be abused to launch denial-of-service attacks, he said. Sender ID is a specification pushed heavily by Microsoft for verifying the authenticity of e-mail by ensuring the validity of the server from which it came.
Jevans of the Anti-Phishing Working Group plans to present a multiyear overview of phishing statistics and discuss new trends in the data-thieving scams, he said. These new trends include use of subdomains, more man-in-the-middle style attacks and changing attack patterns to also focus on smaller banks and payment services, he said.
Alex Shipp, a senior antivirus technologist at e-mail security company MessageLabs, is scheduled to deliver a talk on Trojan horses targeted at a small number of companies or even individual. These targeted Trojan horse attacks are considered dangerous because they could evade traditional protection mechanisms trained to look for known attacks or mass attacks.
"What are the bad guys doing now and how can we stop them? Can we do better than we are currently or do we need a seismic shift in the way we do things now to solve the problems? What kind of co-operative efforts can we put in place that would benefit us all?" are some of those questions, Shipp said.
Among those scheduled to attend are representatives from security firms such as Symantec, Trend Micro and Websense, as well as people from AOL, Cisco Systems, Microsoft, Sun Microsystems and Qwest. Government and law enforcement expected to attend include the Federal Bureau of Investigation, Secret Service and United States Computer Emergency Readiness Team, or US-CERT. Various universities are also expected to send representatives.
"Cooperation at all levels, technical, legal, government, is needed to contain the problem," said Righard Zwienenberg, chief research officer at Norman Data Defense Systems, who is slated to speak on sandboxes at the event Thursday. "Without worldwide laws and cooperation, we might lose the battle in the end."
In the cloak and dagger world, of todays technology, it just gets better and better.
Now it seems Canadian coins: Loonies and Toonies ($1 and $2 coins) may include more than just bronze and metal. Tiny radio frequency transmitters have been found inside the coins, according to a recent U.S. intelligence report.
What's Up Doc?
It seems the report does not say much, except *who* the coins were intended to track. According to the U.S. government, U.S. contractors with classified security clearances unwittingly traveled through Canada with the currency. The Bugs (pun intended) were discovered in several instances between October 2006 and January 2006.
"What's in the report is true," confirmed Martha Deutscher of the U.S. Defense Security Service. However, there's more than meets the eye. "This is indeed a sanitized version, which leaves a lot of questions," she added.
Naturally with all government reports, it's what's not said the creates the mystery, wrapped in a riddle, or is that an Enigma. Well, you get the gist of it.
1. The coins are from Canada, but the U.S. government isn't saying (or doesn't know) who's doing the tracking — or why.
2. How the Pentagon discovered the coins has yet to be revealed.
3. How the transmitters work — or even which Canadian currencies contain them (though Loonies or Toonies seem like the obvious culprits).
China, Russia, and France are the main suspects say experts outside the U.S. government. The three countries are said to run spy operations within Canada.

CIA officer, Mary McCarthy, was dismissed after admitting to leaks after failing a polygraph exam. Apparently she was also a big-money donor to Kerry and the Democrats.
The C.I.A. would not identify the officer, but several government officials said it was Mary O. McCarthy, a veteran intelligence analyst who until 2001 was senior director for intelligence programs at the National Security Council, where she served under President Bill Clinton and into the Bush administration.
At the time of her dismissal, Ms. McCarthy was working in the agency's inspector general's office, after a stint at the Center for Strategic and International Studies, an organization in Washington that examines global security issues.
The dismissal of Ms. McCarthy provided fresh evidence of the Bush administration's determined efforts to stanch leaks of classified information. The Justice Department has separately opened preliminary investigations into the disclosure of information to The Post, for its articles about secret prisons, as well as to The New York Times, for articles last fall that disclosed the existence of a program of domestic eavesdropping without warrants supervised by the National Security Agency. Those articles were also recognized this week with a Pulitzer Prize.

The leak pertained to stories on the CIA’s rumored secret prisons in Eastern Europe, sources told NBC. The information was allegedly provided to Dana Priest of the Washington Post, who wrote about CIA prisons in November and was awarded a Pulitzer Prize on Monday for her reporting.
Sources said the CIA believes McCarthy had more than a dozen unauthorized contacts with Priest. Information about subjects other than the prisons may have been leaked as well.
This is just too horrific. I cannot recall ever hearing about anything so senseless as beating several homeless people with a baseball bat or club just for kicks. One of them was beaten to death.
Kurt E. Prochaska, a Janesville man tore an exhaust fan off the roof of Dr Michael Rainiero's home. Originally reported a week ago Tuesday.
"Both the homeowner and Prochaska are at opposite ends of the hallway. The homeowner verbally challenges him, tells him to leave, to get out," Davis [Lt. Danny Davis, head of Janesville police detectives.] said.
This morning, investigators still had not talked with Prochaska, but Davis said Rainiero told officers that after ordering Prochaska out of the house, Prochaska stepped into a bathroom off the hallway.
"That's when the homeowner retreated to the bedroom and got his gun," Davis said.
Rainiero told police he loaded the .380-caliber semiautomatic pistol that he keeps in his bedroom and cocked a shell into the chamber, Davis said.
"When the homeowner stepped back into the hallway with his firearm, Prochaska emerged from the bathroom and was now back in the hallway," Davis said.
Rainiero told police he verbally challenged the intruder again, Davis said.
"When Prochaska did not respond to the homeowner's request to leave, the homeowner shot him," Davis said.
David O'Leary, Rock County District Attorney made the right decision deciding not to charge Dr. Michael Rainiero. O'Leary said that the shooting was reasonable and justified.
Still, as O'Leary noted, the shooting was reasonable and justified because Rainiero was entitled to self-defense and to protect his family. Also, Rainiero had no reasonable chance to retreat because the intruder didn't comply with repeated demands that he leave.
Wisconsin's self-defense law allowed Rainiero to intentionally use force if he "reasonably" believed there was an imminent unlawful interference to him and if he needed to use that force to prevent or stop the interference. State law didn't require Rainiero to retreat. But in determining whether he acted "reasonably," prosecutors could consider whether he had a chance to retreat or whether doing so was reasonable.
The Gazette article also points out that Wisconsin law doesn't allow people to use deadly force to defend property, and offers Dr Rainiero no protection from a civil lawsuit.
So all we need is some progressive lefty lawyer to make Prochaska the victim here and sue the pants off of Rainiero.
These discusting people don't even know what they stand for (assuming they ever stood for anything).
WINTON, N.C. — The cats and dogs two PETA employees have been charged with euthanizing and dumping in an Ahoskie garbage bin were killed by injections of pentobarbital, a barbiturate commonly used to put down animals, according to new warrants issued and served on Friday.
Additionally, the two employees were charged with three felony counts of obtaining property by false pretenses. The charges allege that they euthanized three cats from an Ahoskie veterinarian after promising to find the animals new homes, according to the new warrants.
